Look, not that I have any personal experience of this, but I understand that out on the Intertubes there are terabytes of Japanese pr0n with all the dangly bits carefully blurred out.
So why couldn't the CIA have censored the tapes?

I think Mr. Subliminal understands. The strategy for refusing to produce the tapes (copied, censored, or not) is to insist that all two of them have been destroyed.

Obvious Answer to Censoring
Because that would mean that there was a version that could be brought into the terrorism trials and shown to the jury for them to understand what 'enhanced interrogation' means; that would kill the 'guilty' verdicts the Bush admin desires to justify the PATRIOT Act, FISA, etc.
Also, a censored version is made from an uncensored version, which Congress could demand.
