A simple proposal

1. If you are a member of Congress, your home must remain in your district -- that is, the place from which you were elected.
2. If you are a serving member of Congress, you have the right to a free bus ticket to DC timed to allow you to arrive the night before the first morning of the first session of your term, with appropriate luggage.
3. You are also entitled to a 12x12 room with a bunk, four electrical outlets, one operable window with fire escape, and a shared 3/4 bath with one other such room for one other member of Congress. Reasonable efforts to accommodate Congresspersons of the same gender in adjoining rooms shall be made. Conjugal visits over weekends and holidays shall be permitted. The room may contain a clothes closet and the member may have access to room service for dry cleaning, faxes and copiers.
4. A television and mailbox shall be provided in the dayroom.
5. One telephone outlet shall be made available, as shall one connection per room for high-speed wireless Internet.
6. Rooms shall be constructed within walking distance of the offices of the members; reasonable accommodation for disabilities (cane, wheelchair, seeing-eye, and hearing-impairment appliances) shall be provided.
7. You are entitled to the services of one assistant and one secretary.
8. You will not be expected to entertain anyone not a member of your immediate family in your quarters; private use of a conference room adjacent the dayroom in the quarters may be had if reserved in advance, but such use shall be subject to electronic recording.
9. Lights out shall be in force from 11 p.m. to 5:30 a.m. local time.
10. The quarters buildings shall be locked 15 minutes prior to lights out. Members arriving late from sessions or extracurricular activities will be required to sign in for admission and show a photographic identification.
11. In the event of unsuitable weather for walking a shuttle bus shall be available at 6 a.m., 7 a.m., 8 a.m., 11 a.m., 12 noon, 1 p.m., 4 p.m., 5 p.m., 6 p.m. and 7 p.m. between the offices and the quarters. Members who need to travel at other times may be accommodated by request if the shuttle is not previously engaged.
The shuttle will not deliver members to any other destination on working days, including but not limited to airports, restaurants, or clothiers; once a week a member may elect to join a shuttle to a grocery store.
12. Members' housing in the quarters shall be furnished free. Steel frame bunk beds, plain chairs and desks, one overhead light and one fire exit (hallway) light strip shall be provided. Linens, curtains, toiletries, additional furnishings and appliances are the responsibility of the members. No household staff will be provided.
Access to a broom, dustpan, mop, vacuum and cleaning supplies shall be freely provided at any time.
13. Rooms will be inspected not less often than once a week. Contraband will be confiscated.
14. Quarters buildings will be a nonsmoking environment.
15. Members shall not be permitted to maintain any other residence within 150 miles of the Capitol, save the original residence within the district from which the member is elected.
16. In the event of a dire emergency (a death of a family member or a severe illness of an immediate family member) members may request emergency leave to return to the district from which the member was elected. Such travel shall be at the member's own expense and the member shall not be absent for more than 30 consecutive votes, or the post shall be forfeit and a special election ensue.
