The prey, as I thought of the analogy to Anbar, would be "victory" in and of itself. Bush, as the Wild Ass gets his one-third "victory" by teaming up with those who are stronger in Anbar - and they get their two-thirds spoils. And when Bush might question otherwise, the Lions of the desert say "scram - or we'll kill you all too!"
