To make the plan less prone to attack from those who fear "socialized" medicine, Biden said, "I don't want a whole new bureaucracy."
This is why it is necessary to ALWAYS refer to it as Medicare for All. Because it would require no new bureaucracy to administer, we would just use the present Medicare system. It is Medicare, what we have now, the only difference is that it includes everyone.

Maybe sheds some light on what he means when he talks about not creating another layer of bureaucracy. In other words, part of it already is (buying into [?!]) Medicare for more.
Doesn't make me love the dude, but makes me go "hmm".

Avoiding medical bureaucracy
One often-touted advantage of single-payer is the reduction in the bureaucratic overhead due to the elimination of the diverse, profit- (i.e. denial-) oriented claims processes of the private insurers. Something I don't think I've seen discussed is the bureaucracy that would be added by the so-called more feasible incremental solutions to universal health care. If you're really going to leave the private insurance business in place in such a way that it doesn't destroy the public plan, it will have to be regulated much more closely than it is now (see, for instance, how it's done in Germany). Regulation means bureaucracy, and we all hate bureaucracy, right?
