I'm looking for (I suppose) companion vegetables for Rosa Rugosa

The issue is that the roses will almost certainly serve as "bait" for Japanese beetles (whose unpleasant, Alien-like grubs I keep digging up). So I need a vegetable that they won't eat. I was thinking onions and basil, since onions are mostly below ground. Basil, however, being leafy and green, might be targeted....
