Once the "stress tests" are finalized and the capital needs are determined, banks will have six months to raise capital in the private market or could take an infusion of government funds.

The banks in their current state can't lose. I love this either/or proposition. Either you come up with the money, or will give it to you. And, unlike a tick, they won't suck out so much that they explode.

Meanwhile, American manufacturing is languishing on the vine. You know, to bring me comfort, I'd like to believe this was a Sophie's Choice, but it isn't, obviously.
